1、 Introduction
On December 7, 2022, the European Union officially released the revised Directive (EU) 2022/2380 on universal chargers, which supplements the implementation measures for universal charging sockets in Directive 3.3 (a) of RED Directive 2014/53/EU.
The implementation date is as follows:
a. The new EU directive will be enforced in all EU member states starting from December 28, 2024. Among them, the requirements for laptop devices will be enforced on December 28, 2026, and new devices entering the EU market after the mandatory date (see Article 5 equipment list for details) should meet the requirements of this directive.
b. Starting from August 1, 2024, when applying for Saudi PCoC certification for the following products (see equipment list in Article 5), it is also necessary to provide a test report proving that the Type C interface performance of the product meets SASO IEC 62680-1-2 and SASO IEC 62680-1-3. The obtained PCoC certificate must be updated before October 1, 2024. In addition, for products such as mobile phones, tablets, e-readers, portable gaming devices, headphones, wired and wireless in ear headphones, earphones, etc., the mandatory deadline for Type C is January 1, 2025. The mandatory time for Type C requirements for laptops is April 1, 2026, which is the same as the mandatory time required by the EU RED supplementary directive.

2、 New standard update content
1. Updated the responsibilities and obligations of manufacturers, importers, distributors, etc.: The new standard clarifies the respective responsibilities and obligations of manufacturers, importers, and distributors in the production, sales, and distribution of electronic products. Manufacturers are responsible for the design and manufacturing of products to ensure compliance with standard requirements; Importers and distributors are responsible for the sales and promotion of products, ensuring compliance with relevant regulations and standards.
2. Mandatory provision of USB Type-C charging interface that meets the standard: The new standard requires that electronic products of Class 13 that can be charged through cables must be equipped with a USB Type-C charging interface that complies with the EN IEC 62680-1-3:2021 standard and can be charged using charging cables that meet the same standard. This regulation aims to improve charging efficiency and user experience, and reduce the generation of electronic waste.
3. Devices that support fast charging should comply with the standardized USB PD protocol: For devices that support fast charging, the new standard requires them to comply with the EN IEC 62680-1-2:2021 standardized USB PD (Power Delivery) protocol. This regulation aims to ensure the safety and compatibility of fast charging devices and improve charging efficiency.
4. Defined USB Type-C sockets, plugs, and cables: IEC 62680-1-3: The 2021 standard defines new sockets, plugs, cables, and testing mechanisms that are compatible with existing USB interface electrical and functional specifications. This definition covers the production and use of this new USB cable/connector solution in newer platforms and devices, as well as the aspects required for interoperability with existing platforms and devices.
3、 The impact of the new standards
1. The impact on manufacturers: The new standards have put forward higher requirements for manufacturers, including product design, manufacturing, and testing. Manufacturers need to invest more resources and energy to ensure that their products meet standard requirements, which may increase production costs and time.
2. The impact on consumers: The new standards provide consumers with a safer, more efficient, and environmentally friendly electronic product usage experience. Consumers can more conveniently use standard USB Type-C charging interfaces for charging and improve charging efficiency. At the same time, the new standards also safeguard the rights and safety of consumers when purchasing and using electronic products.
3. The impact on the industry: The implementation of the new standards will promote the upgrading and development of the entire electronic product industry. Electronic products that do not meet standard requirements will gradually be phased out, and electronic products that meet standard requirements will occupy a larger market share. This will promote healthy competition and development throughout the industry.
4、 Analysis of Key Points of New Instructions
1. Adjusted Article 3.3 (a) of the original command and added Article 3.4 to supplement specific implementation requirements for the universal charging interface.
2. Updated the responsibilities and obligations of manufacturers, importers, distributors, etc.
3. The above 13 types of products, as long as they can be charged through cables, are required to be equipped with USB Type-C charging interfaces that comply with the EN IEC 62680-1-3:2021 standard, and can be charged using charging cables that comply with the same standard. Devices that support fast charging should comply with the USB PD (Power Delivery) protocol standardized by EN IEC 62680-1-2:2021.
4. When wireless communication devices are sold and circulated in the EU market, they can choose whether to equip a charger and further clarify the instructions for use. The type and configuration of the charger should be reflected in the outer packaging or label, and the information should be displayed in a readable and visible manner, where a should not be less than 7mm.
5、 The impact on DNS products
1. For chargers sold separately, cable, There is currently no impact;
2. For packaged shipments, if the packaged terminal equipment falls within the 13 categories of products regulated by Directive (EU) 2022/2308, the terminal equipment+cable+charger must meet the requirements of the directive.
3. Special reminder: TWS earphones+USB cable, TWS earphones are products within the scope of this Directive (EU) 2022/2380:
a. The C port of the charging case needs to meet IEC 62680-1-3, and there is no requirement for the earplug charging port;
b. The charging case USB C female socket only accepts 16 or 24 pins, while the USB cable USB C male head can accept 9, 12, 14, 16, 22 or 24 pins, and must meet the 62680 requirement;
c. The USB cable that comes with the entire machine does not require a USB C-USB C cable, but can be a USB-C to USB A cable;
4. Wireless portable speakers (such as portable Bluetooth speakers), wireless mice, and wireless keyboards are also within the scope of Directive (EU) 2022/2308.
